The monument to Viktor Tsoi in the regional capital appeared at the end of 2010 thanks to Alexander Starygin, a well-known bodybuilder, entrepreneur, TV presenter and musician in Barnaul. In support of the project, Starygin gave concerts, funds for the monument were donated by individuals and sponsors. The sculpture was installed next to the building of the Altai Pedagogical University.

The author of the four-meter composition is a young Barnaul sculptor Sergei Kulgachev. The figure of a musician with a guitar is made of metal, as if it has grown into a stone stele. Behind it goes into the sky a serrated semi-ring - the symbol of the "star named the Sun".
